Emergency Services & Disaster Agency (ESDA)

The Flora/Clay County Emergency Services and Disaster Agency was organized in 1957.  The Emergency Operation Center is located at 744 East North Avenue, Flora, Illinois 62839.  Meetings are held the first and third Tuesdays of each month.  It fills several functions for the City of Flora and Clay County as a whole including:

• Coordination with the Illinois Emergency Management Agency in the event of a natural or technological disaster occurring within Clay County.
• Provide a well-trained Reserve Police Force in times of emergency
• Supply the service area with rescue services through a unit of trained members equipped with modern rescue equipment
• Utilize trained weather spotters to monitor weather events and provide updates to the Emergency Operation Center; and
• Offer Medical First Responders to the Clay County Hospital's Ambulance Department when necessary
