Building and Zoning
The primary function of the Building & Zoning Department is to enforce building codes and regulations adopted by the City in regard to inspecting and approving all construction and alterations within the City limits. The Building Inspector examines and approves building plans and then issues permits for residential, commercial and industrial construction. The Building Inspector enforces codes adopted by the City of Flora through a plan review and inspections. The City has adopted the following editions of the International Codes:

- 2015 International Fire Code with local amendments
- Current edition of the Illinois Plumbing Code
- 2017 National Electrical Code
- 2015 International Energy Conservation Code
- 2015 NFPA 54 National Fuel Gas Code
- 2015 International Mechanical Code
- 2015 International Property Maintenance Code
- 2015 International Residential Code with local amendments
- 2012 NFPA 101 Life Safety Code
- Current edition of the Illinois Accessibility Code
If you are building, remodeling or have any type of construction project, you may need a building permit. Please contact the Building/Zoning Department for further information.
Another function of the Building/Zoning Department is code enforcement. The purpose of code enforcement is to regulate the structures and land uses in order to preserve, protect and promote public health, safety and welfare. A link to the City of Flora Code of Ordinances is located below. The Zoning Administrator also assists the Zoning Board with its evaluation of use changes and special use permits on property/buildings within the City limits or within the extra-territorial zoning map.
